On October 10, 1918, Xu Shichang took office as the President of the Republic of China. Elected under the manipulation of the Anfu Parliament led by Duan Qirui, he was seen as a civilian president. During his term, China participated in World War I, and later faced the May Fourth Movement triggered by the Shandong issue at the Paris Peace Conference.
